Have program tiers had their day? Maybe so, but it’s important to note that choosing an alternative program structure means shifting the complexity, not eliminating it.

When designing partner programs, vendors have five baseline models from which to choose. Traditional tiered programs have endured because they’re easy to understand and create homogeneous groups of partners to manage. The alternatives are less about replacing tiers than about aligning program structure with what a vendor actually wants to govern in its partner relationships.

Each governance target produces a corresponding structure. Scale yields tiers. Motion yields tracks. Behavior yields a point-based index. Discrete activity yields a flat program that pays for events rather than status. No or limited intent yields negotiated relationships in place of a program.
